Project Description

Alternative solution - per sentence 3.13.5.4.(1) of OBC, each rapid transit station must be "monitored" by a central supervising station (CSS) conforming to CAN/ULC-S561. Based on the definition of CSS and overall approach to fire safety in rapid transit stations and the role played by the CSS, our position of this provision is that monitoring in this context is not exclusively limited to monitoring of the fire alarm system. Further, it is our position that the intent behind this sentence is to ensure that the CSS meets the high level of reliability that would be achieved by complying with CAN/ULC-S561, including the robust fire alarm, emergency power and security requirements contained within this standard.Based on the review described in the SenezCo report dated January 8 2024, accompanying this submission, the coordination of system response for different fire emergencies, will provide the level of protection intended by OBC Sentences 3.13.5.4.(1) and 3.13.5.6.(2) for communication to the central supervising station, including the use of a certified 3rd party monitoring company to relay signals from the station fire alarm panels.Further, the BOCC was designed and constructed in a manner that substantially meets or otherwise meets the intent of CAN/ULC S561, and the functions intended by the OBC definition of a central supervising station. On this basis, and with the implementation of the protocols described in the SenezCo report, the operation of the transit system from the BOCC by CTS affords the level of protection anticipated by the OBC for transit stations
