4284 Lawrence Ave east is a multiplex that includes a 3-storey main building and 2-storey garden suits. The main building contains 4 units with a shared stairway all the way from the basement to the 3rd floor located on east side of the building. Basement has a direct access to grade through a dedicated stair on west side. Buildings balconies on west are considered as 2nd means of egress for upper levels through a ladder with ground level access. Below is the applicable code and consideration regarding the alternative solution. Subject: balcony with escape ladder as area of refuge describes Alternate means of egress for the 2nd exit of upper levels. SHARED MEANS OF EGRESS OBC 9.9.9.3. OBC(9.9.9.3): A dwelling unit shall be provided with a second and separate means of egress where an egress doorji·om the dwelling unit opens onto (a) an exit stai1way serving more than one suite as per OBC 9.9.9.3. According to above, second and third floors require a second means of egress in compliance with the Ontario Building Code acceptable type of egress. In this report, we recommend utilizing an area of refuge (a balcony with a 30-minute fire-rated floor assembly) as an alternative solution to a means of egress. This design will include access to a designated 3m x 3m set up area on the ground floor via a ladder, with a secure connection point on the building. Additionally, all operable window walls, and doors providing access to the balcony on the main floor, second floor, and third floor must have a minimum fire-resistance rating of 20 minutes plus increasing the fire resistance of all balcony walls on the second and third floors to a 30-minute fire-resistance level.
